Registry error Outlook 2003- can't access mail

Outlook suddenly stopped sending and receivinb emails. When I try to
configure my emai accounts I am told there is a registry or installation
error. I have uninstalled MSOffice 2003, but the error persist. Any ideas?

Clarification: I have uninstalled and reinstalled MS Office and the error
persists.
