Registry error causes USB hub malfunction?

I use two identical D-Link DSB-H4 USB hubs on two different computers.
Yesterday PC #1 stopped recognizing the hub; PC #2 likes the hub just fine.
Swapping the hubs makes no difference. Putting the hub on a different USB
port makes no difference. These babies work just fine -- but not on PC #1,
which otherwise works just fine.

Problem: when you plug in the device, it gets an error 28, "function driver
was not specified." Deleting the device from Device Manager doesn't help;
it simply fails to auto-install when you plug either hub into a USB port.
D-Link confirms they use only the generic USB hub package in Win2000.

After much research, I learned MS has a KB for USB 2.0 and related issues
where you might get an error 28. This didn't fix anything.

After much more research, I chose to do a walk-through of the two PC
registries. I notice the problem PC doesn't include a "ParentIdPrefix"
value. It appears Win2000 needs this value so it can uniquely identify the
device for I/O purposes. Its omission could explain why the function driver
fails to load.

Can anyone give me a crash course in "ParentIdPrefix" so I can get this USB
hub working again? TIA
