Registry editing disabled!

Attempting to install Norton Internet Security 2003 on XP
home system. During installation I am being
informed "registry editing has been disabled by your
administrator", I am logged on as the administrator, and
can't find any help subjects to assist in enabling
registry editing, any ideas?
