registering office picture manager for Access 2003

I'm guessing the reason I'm having problems with Access 2003 jpg files is
that I no longer have MS PhotoEditor 3.0 installed since I built my new
computer. In Access XP I have jpg files that were apparently somehow ole
linked to MSPhotoEditor 3.0. How do I get Access 2003 to recognize jpg
files? Do I need to create some activex or ole registration for MS Office
Picture manager?

I finally gave in and installed just PhotoEditor from Office XP - it works
fine but I feel silly having to do that.
