register does not work

I cannot change the start page on IE6 win xp. According to ms help I should change some keys in the register. I'm logging in as the administrator and try to open the register: run => regedit. But I get an error message: the working of the register is turned off by the administrator (the exact message is other, it's in Dutch).
Can somebody please tell me what shoul I do?

Click Start, Run and type the following command (copy and paste it):

reg add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableRegistryTools /t REG_DWORD /d 0 /f
