Regional Settings Won't Open, Please Help

I've posted here several times, but I've never gotten any
replies. =( Hopefully, someone can help me this time.
Here's the original post that I copied and pasted to a
Word file so I wouldn't have to type my problem all over
again.

I can't open my Regional and Language Options in the
Control Panel. So I searched various forums for help,
and the best process seemed to be using "SFC /scannow."
When I first ran this in the CMD prompt, I received this
message:

Windows File Protection could not be initiate a scan of
protected system files. The specific code is 0x000006ba
[The RPC Server is unavailable.].

Then, I used an article
(http://support.microsoft.com/default.aspx?
scid=http://support.microsoft.com:80/support/kb/articles/Q
296/2/41.ASP&NoWebContent=1) in the Mircosoft Knowledge
base to fix this problem in order to resolve the original
problem with the Regional and Language Options.
However, after following its directions, I still received
the same error message as above when I ran SFC /scannow.
Can anyone help me? I'd appreciate it.

By the way, I recently rememberd deleting SFCfiles.dll a
while back before I had this problem. May this have
something to do with it? If yes, what should I do?
 
Repair Install: Note: You will forfeit all MS Updates.

Configure your computer to start from the CD-ROM drive. For more information
about how to do this, please refer to your computer's documentation or
contact your computer manufacturer.

Insert your Windows XP compact disc (CD) into your CD-ROM drive or DVD-ROM
drive, and then restart your computer.

(You can also boot with a Windows 98/Me Startup disk with CD support and run
WINNT.EXE in the I386 folder on the CD)

When the "Press any key to boot from CD" message is displayed on your
screen, press a key to start your computer from the Windows XP CD.

When you see the following message displayed on the Welcome to Setup screen,
press ENTER: To setup Windows XP now, press ENTER.

At this point an option to press R to enter the Recovery Console is
displayed. Do not select this option.

On the Windows XP Licensing Agreement screen, press F8 to agree to the
license agreement. Make sure that your current installation of Windows XP is
selected in the box, and then press the R key to repair Windows XP. Follow
the instructions on the screen to complete Setup.

Hi, Kelly. I just want to clear up one thing. If I do a
repair install, will all my files be deleted, or only the
ones in my shared files folder as the guide in the link
