region problem

on one PC, the administrator has no problem changing regional preferences,
but for non admin users, or newly created non admin users, they can not
change date format nor time format, any attempt will result in invalid
character message. They also can not change to Canada from US. it will
ignore the change and revert back to default US


What can I do to fix this problem

is the default user or all user corrupt? if so how to fix ?
 
fixed by resetting profile with recovered model ntuser.dat
I believe there is another way by importing reg file for
internationalization key
