refreshing automatically every few seconds

My friend is having a problem where IE6 keeps refreshing
every few seconds. Redownloading pages constantly is
causing his download cost to rise very quickly. It seems
to happen randomly. i.e. if he disconnects and reconnects
it may stop this happening. He is running Windows 98.

The first thing to do is to scan your system for the possibility of
unknown\unwanted spyware or parasites that may be causing your problem(s).
