Reformatting Harddrive

What is the full proper way to reformat my hard drive?
Window's XP Home addition.

I tried &it said it was ready but after I logged on, a
box popped up & said it was still installing files.
Therefore it seem's I have two internet explorer's!

Could someone please help me & thank's for your time

You cannot format your hard drive while it's still in use by XP. Go to
the bios and set Cdrom drive as first boot device.
Then using your WinXP CD you can as part of the new install format your
drive.
