Reformatting hard disk without a floppy disk?

BlankHello,I have a Pentium4,WinXP,1.9 Ghz,and my floppy drive is screwed
up,it will not read or format floppies.
My question is:

How can I create a Start Up disk,to be able to reformat the hard disk?

Replace the floppy drive.

Assuming that what you want is to reinstall Windows XP cleanly,
you don't need any special startup disk. Just boot from the
Windows XP CD and follow the prompts for a clean installation.

Also note that a floppy drive costs only $10-15 (US). You should
probably replace it.

You do it in XP by booting the CD direct, not through a floppy at all.
Then enter Setup, and after the license agreement take New Install.
When it asks you to confirm where, hit ESC; select and delete the
current partition and make a new RAW one to be formatted at the next
stage

The important point is the delete. Without that it will just go ahead
and make a new install over the top of the old one
