I want to reformat a CD-R CD with data I want deleted.

CDR is write once, read only. It can't be reformatted and data can't be
deleted.

CD-R CDs cannot be reformatted or erased. You'll need a CD-RW Drive
and CD-RW CDs if you wish to reuse or reformat CDs.

A CD-R is a write once device. The only way to delete files from it is
by destroying it (eg a pair of shears)

If you want to reformat disks, you need to use CD-RW ones, and use
software appropriate to the matter (not the inbuilt burning system in
