Reformat Hard Drive with XP and now starts up in safe mode

Hi, my girlfriend reformat her hard drive with windows xp home and now when
she boots up, her monitor has dots like its in safe mode. Is there a setting
in BIOS that needs to be set ? Any help is appreciated.
 
Has she reinstalled the mobo drivers??
has she reinstalled the drivers for the video card??

She used the drivers that came with windows xp. what is a mobo driver I have
never heard of that one?
 
Mobo is short for motherboard, and it's XP doesn't always have drivers for
motherboards. Also consider that XP is already a few years old, so it won't
have drivers for anything newer.

If XP doesn't have the proper drivers for the video card, it will install
basic drivers, which may be what's there now. You'll need to download and
install drivers that are specific to your video card.
 
Go in Device Manager and see if you have the correct drivers for graphics
and monitor; also, your monitor refresh rate, screen resolution might be out
of specs.
