References keep breaking, solution?

I write Access apps on a "modern" machine running XP and the latest version
of Office. My app uses Excel, which on my machine is version 11.

Whenever I deploy my app, it won't run due to missing references, Excel 11.
I can fix this by re-selecting the oldest version I can find, on our network
this is version 5. However if I then re-open the app on my machine to work on
it, it resets it to 11 and the problems starts over.

Is there any way to avoid this madness?
