Reduced Blanking Timing?

I have a new Samsung 213T (21.3" 1600 X 1200) flat panel and now I
discovered the DVI at 1600 X 1200 requires something called,

Reduced Blanking Timing.

ATI advertises that some of its cards have it. What is it? What others
have it.

This was to run on my docking station with the T30 Thinkpad that uses the
Radeon 7500 chip but apparently it does not support this Reducted Blanking
Timing.
