Reduce size/dimensions of GIF images

I'm looking for a simple piece of freeware that can reduce the size and
dimensions of GIF images. I'm trying to shrink down a GIF that is
larger than the 50x50 and 48.8KB avatar limit of a particular web-based
forum.

Use Irfan View (www.irfanview.com) - load image, then:

1) click Resize/Resample, enter the new size
2) click Image > Decrease color depth and enter the color amount.
3) use File > Save as... and choose GIF format
