Reduce photo transparency

Is there any software that would reduce the transparency

of any picture or photo of my choosing to the level similar

to a watermark.

With the view of using it as a faint background in my Emails.

You can do that with any image editor which has Gamma controls. For
example, in Imageforge - http://www.cursorarts.com/ca_imffw.html - you
load your picture, then go to the "Effects" menu and choose "Gamma
Correction." Use the controls to reduce the "Contrast" and increase
the "Brightness" levels, then click "Apply" to see the results.
