Redistribution of .NET Framework 1.1 SP1

Has this issue been resolved? I see no posts nor can I find any information
on it on MS site. I see the posts dated 9/14 - 9/16. Since it is now 11/8,
was wondering if there were any resolutions found.

The application we are about to distribute relies on some of the bug fixes
in SP1. We would like to include the service pack on our CD, but don't want
to violate the license agreement.

Consider bootstrapping to the file on the MS site, which would not break the
EULA.

I would like to, but we can not require our customers to have an Internet
