Red Xs in boxes where buttons & graphics should be

Some sites have red X's (in boxes) in place of buttons and
graphics. I've updated my IE6 but it doesn't help.
 
Or it could simply be that the person in charge of the
web site(s) forgot to upload graphics to the server thus
accounting for missing images shown by the display of the
red "x".....

Yes. But the probability is less as the OP says "some sites" not a single site.
