red & blue dashes across the screen

A week or so ago I noticed when I opened emails from with Outlook 2002 SP3,
they were littered with red & blue dashes across the screen. As I scrolled
down the dashes increased. Sometimes to the point to where could not read
the message. Also, I noticed the same on many (if not all - to some degree)
websites (IE 6.0 SP2) Same scenario. Scrolling down made the situation
worse. I've all the diagnostics I have and even downloaded and installed a
new graphics driver. I can't figure this one out. Can any help.

And have you tested another (known working) card with the monitor - or
another monitor with that card? This appears to be a hardware, rather than a
driver issue.
