Red Baron II works on Win XP but goes way too fast

I have a Red Baron II flight sim by Sierra. It is made for Windows 95/98. I just got a new computer with Windows XP. The flight sim works okay but it goes 10 times too fast. I have tried using the Program Compatiblity Wizard. That didn't help. Is there anything else I can do?

Try using the MOSLO utility to slow that game down.
