Recycle Bin

Currently I am having no control over my Recycle Bin.
Whatever I 'delete' to the RB disappears on 'shut down', and the RB remains
'empty' on restart.
I have opened the RB 'Properties' where it 'asks' to 'check box' if
deletions are to by-pass the RB. This box is not checked!
Currently, I have no control whatsoever over my Recycle Bin. With someone's
kind assistance I should like to be able to regain this control. All help
most gratefully received.Thank you.

Thankyou 'MAP' for your kind response. I did as was directed but I'm afraid,
without success. However, thank you for your willingness to help. But there
must surely be a solution, but where!
