Recycle Bin

Can the recycle bin be restored if it is deleted. Not the
files in it but the recycle bin it's self. If so, How.

Properties of the bin do not show a file. How do you
create a shortcut?

It is re-created when the partition is remounted. And it is remounted as
needed.

You need not worry about deletion of the \Recycled folder, as it will get
repaired on the fly. Rebooting should fix it immediately, IIRC.
