recycle bin restore running XP

Need help restoring the recycle bin, I have reviewed MS recycle bin restore
registry process but it did not find anything wrong.

User is running XP home addition, laptop from HP, the desktop does not any
have ICON present, on additional software tools are installed - recycle
folder is still on the HAD.
