Recycle bin removed from Explorer and desktop

Hi, Problem I have is my Recycle Bin has dissappeared completely. Not in
Explorer or My computer, the desktop only has the icon left with no text
under it and when u right click it just lets you " cut,paste,create shortcut
or delete. I had Norton Internet security installed and it also attached
itself to my recycle bin for protected files. I no longer use Norton's now
and after uninstallation the recycle bin was left like this, I am sure it has
deleted entries in my registry. When I ran a disk clean up just to see what
happened it did say that xxxmb was in recycle bin and do I want to delete it,
it also freed that space up after deletion. Totally stumped as to how I can
fix this without a complete re-install, any help is much appreciated.

Use TweakUI, click on desktop and set Recycle bin appropriately. If
checked, uncheck, click Apply, check it, click Apply and then OK to exit.

If still does not show up, are there any other icons? If so, then a
registry setting has been set to remove Recycle Bin for your user account.

Thanks for the assitance NewScience, I wish it was that simple, already tried
it. Recycle Bin is not in my list, just the usual ones. Anyone got any ideas
what has gone from my registry?? Just need to know what I am missing so I
can re-enter it in the reg.
