Recycle Bin question

Can files in a Recycle bin for one drive (say C) be moved into a Recycle bin
for another drive (say E) and still retain their restore capabilities?

Not that I'm aware of. You would most likely be required to restore the file
then move it. But why to you want to do this?

There is not actually any recycle bin to move, every drive stores
deleted files pointers in case you want to restore, the recycle bin is
just a tool to restore or delete these files about files. Emptying the
recycle bin does not delete the actual files it contains it merely
removes the pointers, the "deleted" files are still on the HDD exactly
where they were in the first place and can easilly be restored with
third party recovery and forensic tools.

If you do manage to delete or move the recycle bin for a given drive
and it does not cause total mayhem windows will just create another
one. Its not a folder as such its a special folder and an embedded
part of the OS.

Good question. I have an external drive with a lot of space. I always get
a little nervous when I decide to empty the recycle bin for my internal hard
drive. I thought it would be nice to just transfer them to the recycle bin
on the external drive where I have plenty of space. It sounds like a stupid
question because it pretty much is a stupid question. The professional way
to do this would be to move any file I felt uncomfortable about deleting to
the external drive. I fear I must confess to being lazy.

No stupid at all, every one in while I wonder if I'm going to permanently
loose a file I deleted when I empty the recycle bin.
Your best bet is not to delete the file but move it to the external drive,
create a folder name that meaningful and store these files in this folder.
When you are certain they have no value then you can delete them.

That a look at this free Microsoft utility as an easy way to do this:

This utility works best for moving large groups of files. I use it for email
backup, Photos, documents and databases that I create. There are five
options for copying files, so read and understand what each does. Make a
test case if you are unsure what the outcome will be.
