recycle bin problem

Every time I consign an item to the recycle bin and then
try to open the bin , it automatically empties itself.
How can I remedy this?

Right click on the Recycle Bin icon and choose the option, "Properties"
which appears under the context menu.
Go to the tab called, "Global".
UNcheck the option called, "Do not move files to the Recycle Bin. Remove
files immediately when deleted."
