Recycle Bin not recycling

I had a problem with my recycle bin not emptying even in Safe Mode so I ran
the
(I went to empty the bin and it said will delete 23 files but never did so I
ran this)
attrib -s -h recycler
del recycler

Everything finally cleared but now it deletes everything without that
setting being checked off please help me reverse the setting.

I forgot to mention that when I look at the properties of my recycle bin it
only lists drives D (1gig) and E (10gig)

I have partitioned my drive to C(75gig) D(75gig) and E (10gig)

I just tried to revers the attrib commands I ran and it looks good now but
any comments are appreciated because who knows if it will happen again on
reboot. I have bad luck sometimes.
