Recycle Bin keeps deleting files before it is full

Files in Recycle Bin get deleted long before the space reserved even comes
close to being filled. Usually, files deleted sent to the Recycle Bin today
would be gone sometime tomorrow. How do I correct this so that files are
only deleted when I want to delete them or so that they are deleted when the
space reserved for deleted files is exceeded?
