Recycle bin issues

I've been having issues with my recycle bin. I've posted 2 messages on here
and everthing that people told me to do I did and none of it worked. So I'm
going to try one last time. I've already deleted files that I didn't mean to
and I can't get them back, so I'm really hoping that someone can help me out.
Here goes:

When I delete files or put them in the recycle bin they disappear for good.
I get the "do you want to delete this file†message but the file doesn't show
up in the recycle bin when I open it. The desktop icon shows that my recycle
bin is full. When I click to see how many items are in the recycle bin it
says there are 61 files, but I don't see any files. Even after I empty the
recycle bin the icon still shows that it's full with 61 files. When I check
my recycle bin settings I have it on "use one setting for all drive" setting,
and the "do not move files to the recycle bin, remove immediately" option
unchecked. When I tried to find the recycle bin anywhere on my computer to
see if I could make changes or do anything and I couldn’t find it.

Files do not show up in the Recycle bin after being deleted
Note: Files that were previously deleted will be permanently erased from the Recycle
Bin.

Create a notepad document and save it (any name will do).
Now delete the file so that it goes to the recycle bin.
Empty the recycle-bin.

To test, create another file and then delete it – does it now show up in the recycle
bin?
