Windows itself doesn't do this, so it has to be something third party. Check
Scheduled Tasks for starters.
That said, I guess I don't see where the problem is. If it's in the trash,
it's trash, right?

The RB does not empty itself. Something is emptying it.

Maybe your issue should be "I find my Recycle Bin empty every day and
I don't know why."

Are you using ZoneAlarm, CCleaner? I read they may have options to
empty certain things, including the RB when they run and manually or
maybe they do it for you if they are set to run automatically. What
is you system doing between 4-7AM? I guess it must be running, but do
you have anything scheduled to run in that windows of time? Do you
have any 3rd party software set to run automatically at that time
(like some scan).

I have also read that some tweak may cause it to empty every time it
is opened or when Windows starts.

Look in Start, Control Panel, Scheduled Tasks. Anything suspicious
there? If a task exists, you put it there or something you installed
put it there for you. You can open each task and see the properties
about when it should fire the task off and you don't even have to be
there. You can disable the task for a day and see what happens, or
run it right now and see what happens to your RB.

Unfortunately Windows does not seem to log an empty RB action in the
Event Viewer, at least if you do it manually. You may also look there
to see what happens between those hours and see who is waking up.

How did you narrow it down to 4-7AM?

Put something in the recycle bin , turn off/disable Tune up and see if
it`s still there in the morning ?

Never install anything with "mechanic, tuneup, checker, cleaner or
optimizer" in the title.

Did you pay for this Dell Program? It will soon be time to pay when
the trial expires, so just uninstall it.

Even Dell admits there is nothing in there that you can't do for free
(and probably more effectively).

It is cause of your problem at the moment and will probably cause more
later.

Change the options, disable it or better yet, uninstall it

What does the help/documentation with PC Tune Up say?
The RB does not empty itself. Something is emptying it.

Ordinarily that is true, but if the bin is full: "Windows automatically
cleans out enough space in the Recycle Bin to accommodate the most
recently deleted files and folders." That feature should not completely
empty the bin though.
I have also read that some tweak may cause it to empty every time it
is opened or when Windows starts.

On the Win95 Tweak UI, there was a "Paranoia" tab to enable such things
as clearing the recently used documents list on the start menu, (so
another family member won't know you were reading their diary? :)

However, there was no provision with that Tweak to clear the recycle
bin.

Looking forward to the answer to this mystery.

Right you are.

I should have said something like the RB may delete older files from
the bin to make room for new ones depending on the parameters
associated with the RB.

But, like y'all said that should not include complete emptying and it
sounds like this is happening every day within a defined windows of
time and sounds like something is scheduled.

Until we know what is happening between 4-7AM, we can only guess.

Here is a cool tip if you don't already know it - when you delete
something, by right clicking and choosing Delete, if you hold down the
shift key when you click the Delete option, it will get deleted but
not do to the recycle bin.

Paranoid? Not me.
