When a domain user logs into a particular machine, they can not use the
recycle bin. What ever they put into it is not visable. I have tried
deletting the desktop.ini file and tryied restoring the recycler via the cmd
prompt and have not had any luck. I have no unusual registry edits in the
bit bucket reg folder. I also have NO group policies applied on my domain.

If I log in as local ad min it works just fine. This problem is anly
associated to one user on one particular machine.

any thoughts?

This may help: from the Recovery Console delete all the RECYCLER
folders on your drives.
