Recurring To Do List for Contacts

What is the best method (if any) of designing a to do list for other people?
I want to set up a recurring email that goes out to different people in my
contact list to remind them of tasks they need to complete. Not all the
contacts use Outlook, and those that do, do not set up reminders for
themselves. We also do not have Exchange. One of the tasks for instance is
a weekly report that is forgotten and a manual email must be sent each week
to remind. Is there a quicker way to have this email sent by me at specified
intervals weekly? Thank you!
