Sending 'scheduled' emails in Outlook

I have searched Help and online and can't find an answer.

Is there a way to schedule a recurring email in Outlook? I want to remind
people to turn in their time off and expense forms as reminders just aren't
doing the trick.

I do see third party software. If the answer is 'no', does anyone have
experience with any of the third party programs?

This seems to work through the part where I schedule it. When I schedule it
I get another instance of Outlook launched but no actual email sent.
However, when I double click the icon on my desktop it sends just fine. I
may need to start over again and make sure I am scheduling it correctly but
it doesn't seem to work the way I would expect.
