recurring problem with recycle bin

Hi All-

Occationally (about every other month) deleted files stop going into the
recycle bin. When I check the recycle bin properties it looks OKAY.
Resetting the properties does not help either.

I've tried a System Restore, but it did not fix the issue. Any thoughts?

I used the suggestion at link 2 above (put a file in the recycle bin-right
click on the bin-empty the bin-reboot). It worked great!
