Recovery Console Won't Load

After starting up Windows through the recovery console CD
that came with the computer, and selecting "R" to repair,
I am taken back the blue screen I have been getting and
posted previously about.
I need to perform chkdsk but am unable.
Is there anyway to fix this or go around using the
Recovery Console to perform a chkdsk?

Yes its booting to the hard drive and not your CD Rom.Go
into your BIOS (H\P by pump the F1 key at start up Dell
F2 Some others esc key)(id start with the esc key and
work up the F keys skip 5+8)get the BIOS,arrow over to
boot,then change it to boot first from cd rom (api**)
then floppy then ata hard drive.
