recovery console will not start

I have Vista Home Premium
I start from the windows dvd at startup
it loads all the files
a blue screen appears and ready for info to appear
on the screen but nothing appears just the cursor.

I tested the dvd in windows and it started ok.

any suggestions?

I waited for about a couple of minutes.
