Recovery Console freezes while repairing Windows

After editing the registry, Windows would log me off right after it started
up. I found some information about fixing this problem (eg

However, after recruiting someone else's help, once Recovery Console was
started the selected to Repair Windows. That was going fine, but while
"Installing Windows" it hit a point with 34 minutes remaining while
"installing devices" and will not pass that point. I've left it going all
night and still no progress. My problem now is that no matter what I do when
I restart the computer it goes straight back to "installing devices" and
tries to pick up where it left off. How can I get this to stop? There's no
option when it starts up to do anything else from Recovery Console. I've
tried many times restarting the computer, but without fail every time it goes
back to repairing Windows, gets to that point and then stops.

Back up any data that you need to keep, and reinstall the OS, being sure to
slick the disk before starting the new installation.
