recovery console cd

What is a recovery console cd? I contacted Hp about my computer showing the error message that my NTLDR is missing and windows root\system32\hal.dll. is missing or corrupted. So what will this cd do?
 
A recovery CD can also be known as a 'master disc'. Normally it comes with your computer when purchased. This disc is essentially a main backup should anything go wrong with your computer. E.G. A hacker hacks your computer and deletes a file that is needed for startup. The CD contains a version of Windows (whether it be 95, 98, 2000, ME, or XP ((Whichever your computer has been using)) ) and any other software that came pre-loaded on your computer when you first started it up. You will need to contact your computer manufacturer regarding the disc if you do not have one. Hope that's of some help

Unfortunately, HP and some other mfgrs. do not supply these with new
computers anymore (Info is stored on a partician locally.) I was told at a
local store (for what that's worth) that you "May" be able to purchase these
for around $35 or so. Good Luck...
