Recovery Console - can't copy to floppy disk

I have RC installed as a BOOT.INI option. If I boot RC and try to copy a
file from C:\ to a floppy disk it says ACCESS DENIED.
Is that how it is supposed to be or is there something I'm not doing right?
If it is that way by design, can anybody explain to me why it's that way ?

Enable full disk access for the Recovery Console:
- Run gpedit.msc
- Local Computer Policy / Computer Configuration / Windows Settings /
Security Settings /
Security Options / Recovery Console: Allow floppy disk access . . .
- Set this policy to "Enabled".

A Bart PE boot CD would give you much better access to the
file system. Even booting the machine with a Win98 boot diskette,
followed by ntfsdos.exe, would give you full access to the file
system if you don't mind the 8.3 file names.
 
Thanks for your reply - I read it right away but then started doing
research. YES. I just tinkered with NTFS4DOS. I am old fashioned about
the floppies. In the past I have made bootable utility CDs with WinME DOS
image and have used BartPE - but I'm old fashioned. I need to rethink what
I'm doing here and stop wasting time. In particular with MSDOS. I'm going
to change my plan to FreeDOS. Also less reliance on 1.44 MB floppys and get
fast and free with CDRW and DVDRW. Now.


I couldn't get NTFSDOS.EXE but found NTFS4DOS.EXE by Avira and got that
working with my ancient diskeditor.
