Creating a new account does not "lose files" on another account. More
information is needed.

It sounds like you have XP Pro, and you were using the Administrator account
with no other user accounts. In this situation, as soon as another account
is created, the Administrator account disappears from the Welcome screen.
It's still there and still works, it just doesn't show on the Welcome screen
in regular mode; it does show in Safe mode. So, if you restart in Safe
mode, you can get into Administrator and move files where you want.

At the welcome screen, press control+alt+delete twice to get the login box.
Enter Administrator as the username, and your password.

You can also simply use Explorer to navigate to the folders of the old
account. You can just copy your files, though you might need to Take
Ownership.

This page will have information that can help you move files and settings:

Incidentally, your question hints that you should review your backup policy;
it sounds like you don't have one, and it is easy to remedy that.
