Is there any way to recover deleted records from a Db
that has not been Compacted yet?

Not at home, not if it's been closed (if you type Ctrl-Z the moment
you realize you deleted the wrong thing you have a chance).

There are some third-party data salvage services; the one most often
recommended is http://www.pksolutions.com.
