Recover Deleted Items

MS Outlook 2003 SP2.
Email deleted from "Sent Items" goes to "Deleted Items". After i deleted the
email from the "Deleted Items" and try to recover it. I realised that it
does not appear in the "Recover Deleted Items". Email deleted from "Inbox"
can recover.
 
yes. all workstations are connected to MS Exchange 2003 server.
but some users do not have this problem.

Have you been able to find more information as I am experiencing the
