Recieving emails in Inbox only when I click on a old message

I am having a strange problem with a few of the users in my domain. They do not see new emails, but when they click on a old message then the new messages appear. This problem seems to be growing slowly to more and more users. We use Outlook 2000, and Exchange 5.5, has anyone else run into this? I hope so, any help would be greatly appreciated
