Recently Used Files not enabled

My Start Menu properties doesn't allow me to select and show Recently Used
Files. This also carries over to all of my installed programs and the Recent
Files selection under the File menu. The selection is grayed out. Any ideas?

Click on Recent

recentdocsadd.reg is the file that you want.
