My start menu shows only recently used programs, unless I click on the
double arrow at the bottom. I can't stand that feature--Why does
Microsoft think that hiding things makes their software easier to use?
How do I change it so that it always shows all programs?

Mine doesn't do this. I can't remember if it was a setting I changed or if
my XP install came like this.

Anyway, right click on the Start button and choose Properties. Click on the
Customise button next to the "Start Menu" option just under the picture.
Click on the Advanced tab, and in the "Start menu items" box in the middle
scroll down and find "Scroll Programs" and untick it. That should do,
clicking on Program Files from the Start button should now show all
installed program folders in one go - depending on how many you have this
might not fit on the screen and would still requiring a bit of scrolling,
I've got about 10 slots left before I fill mine :\

Thanks. I knew it had to be something simple like that, but I never
made the connection to the cryptic name Personalized Menus.
