receiving html email

what code (html?) needs to be present in an email that tells Outlook 2007 to
display it as an html email?
 
Ok. My search for confirmation on this has yielded both answers, needing
<html> tags, but I've also read that email readers like Outlook ignore some
tags.

What I'm looking to do is have html formatting of emails sent through a web
page form that is processed by a CGI form script on my hosting server. My ISP
tells me the email submission form where the webpage form fields are sent to
my designated email address will not accept html tags. So I'm stuck with just
the form fields on the email.

I have a question that might best be addressed here. I'm running Vista
Ultimate. I create a document in Word 2007. I send this document through
outlook 2007 as a send to mail recipent. I check my sent mail and the
format looks just the way it should with all the format in place and
graphics. Here's the problem. I send a copy to myself on this same machine
and when I recieve and view this copy, it is in text only and all html
formating is lost. I recieve a lot of html mail from people and most usually
displays just fine. I know the problem is on my system because if I send
this to another system that has outlook 2007 with windows xp, it displays
fine. Any help would be appreicated.
