Either the sender made a mistake, or you have WinMail
configured to block attachments.
Go to Tools, Options, Security, uncheck "Do not allow attachments..."
Also uncheck "Block images..."

I am having the same problem but when I go to tools, options and security - I
do not see the options you speak of. I only have a sliding bar to set the
security level from low to high.

What program are you reading your mail with?

Then you are in the wrong program!
Sounds like you are looking at Internet Explorer instead of Windows Mail.
