Reboot required before update can be applied

I'm attempting to update a user's browser from IE 6 to IE
6.1 and keep geeting a message stating the system must be
restarted to complete a previous uninstall.

I've restarted multiple times, and have even shut the
machine off, but every time I attempt the IE upgrade I
get the reboot message.

I've repaired the IE install, but to no avail.

How do I clear / clean this message to allow the upgrade ?

You can navigate to;
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Installer
and delete the "InProgress" subkey to terminate all installations is in
progress.

You can navigate to
HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\
and delete the subkey "PendingFileRenameOperations"
and any values under
HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\FileRenameOperations

Make sure your temp folders are empty.
%windir%\temp\
%systemdrive%\Documents and Settings\%username%\Local Settings\Temp\
