Reading pane font size for visually impaired

Is there a way to permanently increase the font size in the reading pane of
Outlook 2003? I have changed the font size under Tools>Options>Mail
Format>Fonts but this does not work for all emails.

it should work for all plain text. html is controlled by font encoding and
outlook should use the default in IE.
