Read Receipts

Does read receipts work when you have Oultook as your client but use POP3
through another ISP that does not have to do anything with an Exchange
server?

If so, any possiblity why I am not getting any read receipts when I am
sending messages. Thanks in advance for you help.

I have turn on the options to have read receipts for all emails sent.

Yes.

If so, any possiblity why I am not getting any read receipts when I am
sending messages.

Two possibilities:
1) Recipients can refuse to send read receipts. I don't, for example.
2) Even if the recipients are sending the read-receipt, their ISP may not
actually deliver them, in order to not reveal their subscriber's email
addresses to spammers.
